Implementation Plan
Implemented across Africa, with a growing global outlook
BCRUP is implemented across Africa, with a growing global outlook. The programme works with national and local governments, communities, and partners to pilot, scale, and sustain climate-resilient urban solutions that support low-carbon development and inclusive growth.
In December 2023, BCRUP's 10-Year Implementation Plan (2024 to 2034) was launched at Expo City Dubai, outlining an estimated USD 5 billion investment requirement to operationalize climate resilience actions across Africa, beginning with 20 pilot countries.
Six core programme pillars
BCRUP delivers integrated, people-centred climate resilience solutions across cities and informal settlements through six core programme pillars.
Unpacking the process
BCRUP has supported climate risk assessments and hotspot mapping in over 60 vulnerable urban areas, helping guide planning and investment decisions. The programme has advanced climate-sensitive urban planning, promoted nature-based solutions, and strengthened collaboration among national and local governments, communities, and development partners. Initial efforts have also supported the integration of urban climate priorities into national climate and development frameworks.

- The Green Resilient Model Cities Program launched in March 2025 focusing on helping 50 Brazilian cities become more resilient to climate change.
Impact highlights
Ongoing efforts also focus on improving access to climate-resilient housing, basic services, green livelihood opportunities, and strengthening stakeholder engagement and public awareness on urban climate resilience.

Site selection criteria
The selection criteria applied will be related to the categories namely:
- Policy and legal and institutional frameworks,
- Climate-related hazard exposure profile of Kenya,
- Counties according to specific hazard frequency and magnitude,
- Urban areas and poor neighbourhoods' selection based on poverty index, basic services and population,
- Risk and Vulnerability (Vulnerability Layers Matrix) profile of neighbourhoods,
- Vulnerability hotspot mapping using surrogate variables of exposure, sensitivity and adaptive capacity,
- Demography and poverty index,
- Leadership of the city/neighbourhood/community, and
- Gender and Equity Dimensions.
The structured approach, encompassing infrastructure and basic services, economy, leadership, planning, and disaster risk management, provides a holistic framework for enhancing climate resilience in Kenya's urban settings.
